The Philippine authorities are investigating the online game platform Roblox at a time of continuing debate in the Philippines about the boxing mechanism.

It has been reported that the Philippine National Police Anti-Cyber Crime Unit has expanded its enforcement efforts against digital threats, which has now been extended to digital space, especially in areas where children may be at risk. The Philippine police are investigating allegations ranging from seduction to sexual exploitation. While such risks do not target the platform, the authorities believe that the strong interactive and social nature of the platform may make it more vulnerable to exploitation by the outlaws. In order to gain a clearer picture, the police, in cooperation with the ICT sector and the cybercrime investigation and coordination centres, are working to identify the possible prevalence of the problem and whether further security safeguards are required. Some of the concerns stem from the size of users of platforms such as Roblox. Roblox reports that it has more than 111 million active users of its global day, a significant proportion of whom are under the age of 13. Regulators consider these young users to be particularly vulnerable, not only to direct harm but also to more subtle impacts.

Mechanisms such as open-boxing and random incentives are increasingly being looked at. Players usually spend money or virtual currency in exchange for a probability-based draw, rather than secure consumer goods. Critics argue that this model is very similar to gambling, even if it is not officially classified as gambling. Although Roblox prohibits games involving real money, it does allow certain content to exist on the subject of gambling. However, concerns are not confined to the platform. Investigators and regulators pointed out the existence of a third-party web site where games are conducted using virtual currency. Danish regulators have revealed that, in many cases, users can access third-party websites using Roblox accounts, lowering the access threshold. For young users, it is easier to access hazardous content. With regard to the trophy-opening mechanism, researchers compared it to traditional gambling, especially where real value was involved. Items acquired within the game can be traded or sold externally, giving them monetary value. Belgium has introduced a total ban on fee-opening systems, while Netherlands regulators have adopted a more targeted approach. However, including in the United States and parts of Asia, the rules focus more on transparency and require companies to disclose the probability of random rewards.

For the Philippine authorities, the focus remains on law enforcement and child protection. But broader issues are more difficult to resolve. As games, social interactions and the digital economy continue to overlap, the line between entertainment and risk is becoming increasingly blurred.
